In general, Imapact Factor is calculated by Thomson Reuters on journals mostly in the Web of Science database. I'm not sure if Impact Indexis maintained by Thomson Reuters, but it usually includes journals not limited to the Web of Science. There are other questionable "impact indicies" such as the "Universal Impact Factor" but these tend to be a associated with questionable quality, and questionable review processes. I think it's also helpful to read the 2013 San Fransisco Declaration of Research Assessment (DORA), refer to their website for alternative, but promising measures of publication quality.
I personally think that it's important to consider the impact factor as a guide only. In time it will be a less important indication of your research scholarship.
