I have the same problem with OWL-S. I found a single API to OWL-S, she is old, because she uses depreciated Java APIs, and don't has native WADL or WSDL2 Grounding. I found one solution in iServe. iServe is one Service Semantic description repository. iServe implement matchmaking for semantic service description languagens, include OWL-S. http://iserve.kmi.open.ac.uk/.

I'm begginer in iServe, but It looks promising use and read the publications that they did about SWS. For example, they have this publication, " An Integrated Semantic Web Service Discovery and Composition Framework".

You are right semantic web service researches are frozen since 2009, but if you want some works on OWL-S there is “OWL-S composer plug-in” in “ http://sourceforge.net/projects/owl-scomposer/”. I use it to develop a specific plug-in for e-gov domain, I’m still working there.
