Probably sold in the "civilian" world. The hydrogel is not precious and it should add a very small amount of 0.1% by weight of the arable layer of the soil

Another cheapest technique, is using plants waste, dried it and cover the land with it, which can become as organic matter that will trapped water vapor, cooling the soil, thus decreased evaporation of water.

The introduction of the hydrogel occurs in dry mode ( on the planter ). Difficult to offer you cost-efficient method of irrigation, should be to do economic calculations, given that the norms of irrigation when using the hydrogel can be reduced by in 3-10 times.
Drip method of irrigation is the best for water saving, as water will emitted through the dripper near the plant root zone, time of operation of drip system will depend upon the crop water requirement and capacity of dripper.
To check evaporation losses, you may do mulching by the available vegetation or leaves around the plants, it will help in conserving moisture for longer time and will help to maintain the organic carbon in soil. You may use any biodegradable waste available locally for mulching. Further, to check high temperatures, trees especially local species may be planted around the farm boundaries which will provide shelter from heat wave and high temperatures.
Furrow irrigation with proper irrigation scheduling and conservation agriculture will solve the problem

You can use alternate wet and dry (AWD) method for irrigation. Further you identify optimal water for the specific crop. If it is non-rice you can go for micro-irrigation like Drip or Sprinkler Irrigation System. We can do irrigation scheduling and optimal water model for your project. You have to mention crop type, soil type and weather or climate condition as well as available water sources.
