we are developing a new product (it is plant extract and bacterial extract) each one has ability to promote plant growth. The problem is that it is not easy to get license from any company
or to get at least fund to finish the experiment. For example,it is very expensive to know the mechanism by which this product is promoting plant growth so we need either money or license to finalize it .

If company find it profitable for themselves, it can start this production under your license. Otherwise, they can continue production on their own technology (I hope patented). But noone can force company to buy your license if it do not use appropriate technology. Therefore, you must come into contact with a company producing a similar product (or potentially capable of producing it) and prove the advantage of your technology. If you convince them, then they can finance the completion of both work and patenting. In this case, they will want to get a license for free. Then it will be possible to promote this development to other companies, already for money (in parity with investor).

Your product, if is catchy enough, would attract the inestros-companies themselves. Just connect with the right people and send them a synopsis , a hint. And if your aims match with the company's future portfolio, and future aspirations, You will have your licese. Make sure to tailor your product application according to the company's visions you contact them.
