Zinc oxide nanoparticles are not highly soluble in water or alcohol. I have read studies where the authors chose to disperse ZnO NPs in water and sonicate for 15 minutes before UV-Vis measurements. However, I am aware that aggregation will affect the slope of the resulting peaks. I have also read that it is crucial to choose a solvent that is transparent in the desired spectrum range. Any advice on possible solvents in this regard?

Why not use thin films on fused silica substrates to measure the UV-VIS spectra of your ZnOx particles? It gives you much more insights into the properties of your ZnOx nanoparticles.
You could use the dispersed ZnOx particles in DI water or other solvents and spray coating technique to make thin films.
The best way to measure the UV Vis of a powder sample/solids is to use UV-Vis Diffuse reflection spectroscopy (DRS). If this set-up is not available then disperse an equal amount of powder sample in a given solvent (Constant volume), say ethanol or DI water. This will make sure you have a constant concentration. Sonicate it and measure the UV vis instantly. Also, don't forget to measure initially the UV Vis data of the blank solution without any ZnO particles in it.
