In my research which based on polymer electrolytes, I have do dissolve Magnesium trifluoromethanesulfonate (MgTF) in a methyl-grafted natural rubber (MG49) which already dissolved in Toluene. But I observed that the solubility is very poor. So I planed to dissolve MgTF in a different solvent first. So in this case, which will be the best solvent?

You might try switching to a new solvent in the first place... You could use chloroform (CHCl3), Methyl ethyl ketone (MEK), Tetrahydrofurane (THF)

Try Acetonitrile , as i am using acetonitrile to dissolved Mg based salt and polymer.

Like prefers like so I'd try DMSO first. BTW, the use of chloroform is restricted due to the Montreal Agreement and I would not consider this for use as a solvent.
