It depends what is the goal of a simulation. The WWT simulators I've heard of are:

Stoat (http://www.wrcplc.co.uk/stoat.aspx), WEST, GPS-X, Simba, aquasim, Jass (http://www.it.uu.se/research/project/jass/), BioWin, EFOR, ASIM.

Personally, I would prefer GPS-X or Stoat (it's free), however, I haven't tried all of them.
