I tried Vic 3d, and it certainly works well, although I believe it has a bug in the Matlab file export routine. For multiple thousand dollar software, that should not be the case.

Phase correlation in COSI-Corr program proposed by Leprince et al., 2007 is being used widely for measuring surface deformation/displacement in many applications such as earthquake, landslide, sand dune, glaciology etc. COSI-Corr is an open source tool which can be integrated in ENVI software.

Be possible that deppending of your objectives: NCORR, 2D-DIC and 3D-DIC seem to be good. Also GOM-CORRELATE can be used to 2D tests.
