Open dump is the worse, sanitary landfill is the best but impossible for developing countries so managed landfill is appropriate both technical and finance.
Don't forget about drainage and treatment system for drainage liquid, which is very polluted.
it depends on a big number of factors, such as topography, groundwater, soil type, etc, etc, etc and of course also the amount of resources available.
