It's a matter of preference.
i create latex files using VIM editor, which i access using Mintty (Cygwin terminal emulator). i compile latex files using MiKTeX.

Currently, for edit and create pdf I use TeXstudio :

for finding packages, I use miktex which searchs and downloads packages automatically when you use a command which doesn't exist in packagaes you have install before :

The best in-line Latex editor I have used :

For local installation I would use TeXMaker... which is available in several plataforms (Linux, iOS, Win)
Comment: I'm a GNU/Linux user... In my opinion, the best dedicated LaTeX editor is Kile.
For online workflow, I would recommend either sharelatex or overleaf.
you can also use your text editor like notepad, wordpad and save with .tex, then run in commandline like pdflatex yourfile.tex
TeXmaker is a very easy to handle and next one is texstudio.
Both are very good for crating and editing the pdf files.
I would chose either TeXmaker or TeXstudio .. I personally use TeXmaker and almost all my latex-user colleagues use TeXstudio
