For me, Recommendation means that research or academic work does fulfill criteria of being a scholarly work and by recommending that work we play our part in knowledge creating and sharing (strictly speaking);
Whenever the human factor (on RG) is involved, we recommend or receive recommendations (it is not at all ideal situation) due to many reasons like the 'work' was in reality scholarly (excluding following, interesting, good discussion on RG ....; these words are better..... than copying someone's answer from the same thread and pasting it...., I have no words to express.... that how courageous these people are.....,)
Give and take phenomenon; give and take can be justifiable..... in comparison for those people, who are always on receiving end, they just receive recommendations and never recommend anyone's work.
Biases does play role (significant one) in recommending and not recommending someone's work (on RG). Personal, cultural, religious, discriminating, social, racist, all types of biases........!
I see three options: the first is a "serious" recommendation. But this type of recommendation seems to be a thing of the past. There is no stimulus for a recommender to spend his time and write an honest recommendation. The second option is a "friendly recommendation", apparently the most common. This is a lauditive text, made according request, in the case when the referee cannot refuse, because he is obliged to recommended person or to his boss. And the third, the rarest, when a referrer has the opportunity to write about his opponent...

Research implications are basically the conclusions that you draw from your results and explain how the findings may be important for policy, practice, or theory. Recommendations urge specific actions to be taken with regard to policy, practice, theory, or subsequent research.
To me it is the confirmation and official and/or friendly advice given to a researcher and/or any task, comment, research, etc. done by the researcher(the term friendly here in the professional manner); nevertheless fulfilling the criteria of pure recommendation could be very complicated in the professional scientific atmosphere.
In RG: a recommendation is a small reward for taking the time and effort of providing a useful answer to the question. It is a public "thank you" that becomes part of the RG record while a written thank you gets lost. It is also a form of agreement. This post got 5 recommendations by peers means that it was generally liked.
A recommendation in other contexts is like any review. A positive review by a knowledgeable and respected person carries great weight. You might get that job, or other people may take more notice of you if the recommendation is positive. Research and academics has no immunity to politics and social pressure.
I feel a little guilty, like most of the answers that I recommended, I do so because the answer touches me. The answer could be intellectual or emotional or practical. I love this site because of the opportunity to share ideas. It is also a way to bring publicity to a topic that is important to the writer.
For myself,I recommend things when they either interest me,or I think they may be of use to others.
It's also as said above,a means of giving a small "thank you" to those contributing a useful reply or piece of research,and letting them know you've liked it.
Recommendation is a promotion of some idea which appeared in the course of e.g., research activities. But sometimes recommendation - is a warning e.g., not to follow some wrongful way.
Recommendation is similar to a "Like" on social media. The reviewer, presumably an expert or semi-expert in the field, has read through the contribution and would recommend that others read and benefit from it. RG score depends on the number of recommendations your article receives. Of course it is possible to game the system but an ethical reviewer/reader would be honest.
