Most certainly. Chemistry is a basic science and chemical engineering is set of procedures and operations required to make the chemistry happen in a large or industrial scale. Chemistry let us know if say a chemical reaction is feasible and under what conditions. Chemical engineering operationalizes it. If chemistry proves that something is not feasible thermodynamically or kinetically then no amount of chemical engineering is going to help. Not all processes achievable in the lab can be scaled up to be a manufacturable product.
