Dear, the mix design depends mainly on the properties of materials which is variable. Based on my experiance, the following mix can show 40 MPa strength. 1:1.5:2.75, w/c ratio 0,4.
ACI 211.1-91 (https://kashanu.ac.ir/Files/aci%20211_1_91.pdf) lays out the method for mix design in the US (a previous answer named the British standard). Table 6.3.3 will tell you how much water to use based on workability requirements and Table 6.3.4(a) will tell you what water/cement ratio to use based on your design compressive strength. From the combination of these two you can calculate your cement content. The ratio of your fine and coarse aggregates comes from Table 6.3.6.
If you're just doing this for fun/research/a home project, then this is as much information as you'll probably need to design your mix. If you're building anything where the strength or other design parameters are really critical, you'll need to follow the code much more carefully. Prepare a practice batch and confirm that it meets your requirements.

Concrete with strength ranging between 40-50 MPA should b used for very heavy reinforced, precast or prestressed works. You can start with a 1:1:1 at w\c from 0.3- 0.4 depending on the workability requirement. Also note that ur outcome is dependent on the properties of the constituent materials u are using.
Usually, the ratios are identified after making the job mix design as mentioned in one of the answers. However, in the specifications, the following is usually requested to be achieved:
The concrete strength, the slump (work-ability), the minimum amount of cement and the water-cement ratio
Typical concrete compositions of a certain class does not exist. The compositions are determined by different methods depending on the properties of cement, aggregates, additives used, the desired mobility of the mixture. In Ukraine, at the concrete sleepers factory in Korosten, for the pilot batch of sleepers, the composition of concrete was determined, kg/m3: crushed stone - 1286, sand - 634, cement - 445, water - 101.
