I'm working on a government form-building service to help public servants quickly and easily get their forms online. I know many folks in different jurisdictions are working on this same problem. We're investigating how other places have enabled form fillers to save their progress and return to their form in a separate session. This is a tricky problem where, it seems, all paths lead to an authenticated log-in system. From a service design perspective, account creation is not an ideal solution for the temporary use of a service. Has anyone here implemented this end-user form/service-saving feature? And if so, what approach did you take?
