One issue that has repeatedly arisen since GIS become relatively popular by the 1990s is who has access to it and how much of the wider public can participate in creating data, particularly in information that might be used to shape policy and decisions by government.
Make a comprehensive GIS product that is easy to use for both creating content and easy access to completed content via the web. The product should also be free as cost is a big limiting factor to the general public. This will not be easy to do but one product that is available and is close to accomplishing the above goals is CesiumJS. Hope this helps you.
