it is not usually a loud announcement, but the location of the conference is very important as well. Many young researchers see attending an international conference as an opportunity to travel abroad and explore the destination. In addition, an international conference taking place in a country whose visa is easily issued attracts more researchers.
What encourage researchers, to participate in an international conference, are: Firstly, that the expenses are paid (you & me usually cannot cover the costs).Then come other driving factors such as subjects, attendants, and friendliness in the country hosting the conference.
Publication of proceedings/papers in well recognized journal or monograph series with worldwide recognized editors (keynote speakers during the conference). Impact Factor rules, I'm afraid.

4- In my case - another benefit of attending a conference is the chance to go abroad with all expenses paid.
Normally I attend conference as presenter with my paper published as conference proceeding. i divided the drivers to attend conference into 2:
Before PhD Graduation (normally the conference proceeding paper is subset / extracted from thesis):
1) Evaluate how research community perceive my paper / research area (indirectly my thesis) & is there any knowledge contribution
2) Gain knowledge / learn more from audience Q&A on my paper and what similar research other people are doing - provide useful ideas how to further improve my thesis
3) Serve as practice for viva (present on time, answer questions confidently) - especially for those conference that will award best paper in terms of contents written, presentation and Q&A)
After PhD Completion:
1) Explore how the paper I'd written can be published as conference proceeding only or can be upgraded to journal articles (with some improved amendments)
2) Get In touch with research community / experts in my research areas to see what new ideas I can harness / should focus
3) Build up network of research (but finding this can be done via RG virtually also)
Practical implications while organizing international seminars / conferences
The organizing committee of international seminars / conferences should strive as far as possible for a balance with respect to senior scientists, junior scientists, gender and geographic origin
