Yes to questions 1 and 2. According to FAO 56. Crop evapotranspiration (ETc) can be computed as follows:
ETc= ETo*Kc*Ks
Meaning that, for a reference evapotranspiration value (ETo), the higher the coefficient the bigger the ETc. It is important to notice that Ks takes values from 0 (maximum stress) to 1 (no stress). However, the increase in ETo does not necessary imply a concommitant increment in yield. For instance, one could have a Kc increase during a short period with no effect on yield. This is particularly true on tree crops.

To consider the crop evapotranspiration to be affected by a soil water stress co efficient (Ks) such that actual crop evapotranspiration is the product of crop evapotranspiration and soil water stress co efficient. The Ks is expressed either a linear or a logarithmic function of the soil water depletion. The crop coefficient is used in predicting evapotranspiration. It is simply the ratio of Evapotranspiration observed for the crop studied. For crop yield water is required to compensate the evapotranspiration loss from the cropped field.
