Doing literature searches is difficult enough. In this era of on-line journals it is sometimes hard to access information. One way might be to search the "open access" or "free" journals. What is your feeling about this type of search?
I have submitted manuscript to open access journals and found that the review process is quite serious. In addition, I find that some open access journals of Hindawi publishers have a relatively low H-index. However, I think that the open access model will be the future of the publishing industry.
We should be concerned more about the review process, if you live in countries where pay-per-view/subscription is hard to pay, you'll realize the importance of quality open access.
It's all about a new era of producing and sharing information. Even urban governance and cities in general are changing, converging for an open data environment. Absolutely that scientific production should follow that way as well - the most important is spreading knowledge. However, review processes should be harder regarding that matter.
There are fantastic and not so fantastic titles under both OA and traditional paywall subscription models. The financial model doesn't determine the quality of the journal moreover; reputation, author service, metrics, audience, quality and speed of peer review, accessibility etc.
