Rapport, I would say. As a teacher you need to build up a good rapport with your students. Then and only then, they will feel motivated and safe to take part in a class discussion which leads to an effective interaction between teacher and students. With regard to class class management, you can develop norms rather than rules. Norms are something which may be developed through the consent of your students, for example, you may develop the norms of not using cell phones during class lecture and if most of your students agreed then this will be established as a rule. Students will also decide if anyone breaks it, what will be the punishment.
