Will the data transfer rate and volume of data transmission of different smartphones be different, assuming that they are connected to the same network (e.g., same WiFi access point), communicating to the same server and transferring identical data?
In other words, do hardware and other specifications of the smartphone have any role in this. And if there is, how to assess/measure that (programatically)?
On an ideal channel there will be little difference between equivalent devices. But on real channels the performance may well be optimised better on one device, compared to another depending on how well the 'detection' in the different devices compares. Detection will depend on factors such as carrier tracking, channel estimation and error correction. Cellular devices don't have unlimited processing resources nor do they have unlimited battery power and the device designers will have make decisions over optimisation of these factors.
I am agree with Mr Tim Masson.Different devices perform different quality of signal processing including transimission, Reception ' coding 'decoding depending upoun their technical specification for the same network.

I understand your points. Is there any way to assess (programmatically) the specifications that might determine the overall data transmission rate for a particular smartphone?
I doubt that there would be any generic way to interrogate the firmware for performance. If you had access to an ensemble of different devices you might find that different subsets might have similar performance and most devices do list firmware modules with version details and release dates. But testing each device rigorously and creating a database will be a pretty onerous task!
