I'm looking for criteria that render some violent act an act of terrorism. Should distinctions be made between terrorism and freedom-fighting? Terrorism and gang violence?
The term "Terrorism" has an ambiguous connotation depending on the point of view of the oppressed and the oppressor:
Of the state that considers an aggressive action of force as legitimate against the social movements that it considers illegal
Aggressive and fearful strategy of organized groups or settlers, who apparently pursue political ends or demands for freedom before what they consider a dictatorship or autocracy.
The following definition of consensus in Wikipedia and the Dictioner of the Spanish Language:

1. Domination by terror.
2. Succession of acts of violence carried out to infuse terror.
3. Criminal activity of organized gangs, which repeatedly and often indiscriminately, seeks to create social alarm for political purposes
