I would suggest something in GA, USA due to the restrictions by FDA. SigmaAldrich, LifeTechnologies can do it for you for a price.

There is nothing specific about the peptide or the antibody. To cut the cost, I would start by analyzing the sequences to see what can be done in-house using standard coupling kits. After that, I would run a small scale test to see how it works, purify it and test in an assay. Big companies would do exactly the same and you will be asked to provide a test condition to verify coupling strategy for $$$.

I would propose to request this service or a simple kit at Sigma Aldrich or Life Technologies
