Considering thermal condition on free body, strain will come first and when we restrict the deformation, stress will set up. What will be for the normal loading condition?

I think, strain comes first. As we know, E=stress/strain If strain=0 then at any of stress E will be infinite. And when stress = 0, at any of the strain value E will zero.
