Elite capture has potential to benefit a few people in society. Some failure of ecological and developmental projects is attributed to elite capture by individuals or groups of people exerting influence on a particular society based on their higher social status. On the other hand, individuals and groups of people ("elites") who capture decision making processes may play a key role in constructively and successfully leading public projects.
