What are your thoughts strictly implementation of CPD units in renewal of license in the Phillpines?

CPD units has been strictly implemented in the Philippines already. What are the possible reasons that it may be a burden to every teachers on obeying this policy? I would like to elaborate and taking notes some of your thoughts on this matter.

Which reagent is best among 'Dimethylglyoxime" and "Dithiothreitol" for spectroscopic determination of Nickel ?

What I think is Dithiothreitol. As it is water-soluble and does not form a precipitate. But, the thing is it contains sulphur which is quite hazardous to aquatic animals.
