@ Hazim, thank you very much for a well researched reply, with care on recruitment, hiring process, statutory requirements and expat orientations. I am in search of inputs concerning universities or research institutes which registers external guides (being elsewhere but coordinating projects and guidance, travel limited to DC meetings / project viva-voce etc.,)... but not a full time engagement.

I do not think there is a registered external guides that you are inquiring about, but I reckon almost all concerned people really on Announcement in news paper or Declaration in TV's.  We use to do that in 1970's when we used to be proper country!!

As for as our University is concerned. PhD candidate can propose external supervisor. The external guide will act as a co supervisor. 

We do need external examiners for our MPhil and PhD candidates, who are recommended by the supervisor and advisory members. I have also seen lecturers on exchange visits to our department, which is done thru a request to the Director of the department.

In my country, they limit external adviser, and  only case by case they permit it. On other hand, in case you need external adviser, I am able and willing to help you.

To be external guide, one must be Professor at University level, and must recommend by supervisor.

  In terms of opportunities for external guides, there was a mentoring program here at my university to promote collaboration between external scholars and professors in residence in 2011. Some grant-funded positions may have stringent time limits and may be one-time only opportunities if the grant loses funding, or simply comes to the end of the project. However, I am not aware of any recent work in the area (i.e., through our Institutional Advancement Officer here).  In addition, there is some promotion of international, multi-institutional collaboration.  The term, "external guide." however, is not commonly used to describe these activities at my current institution--as far as I am able to determine.  These opportunities would necessarily come through the Office of Institutional Advancement, International Studies, and so forth.  In terms of the requirements for visiting scholars, these vary, dependent upon the availability of particular expertise.  The opportunity might arise because of a previous relationship and a specific need within a division or unit.  The unit most characteristic of such is Graduate and International Programs, with a specific aim for multinational collaboration. There are several visiting professor opportunities, with descriptions of experience, education and expertise through Human Resource job descriptions.  For example, a recent post regarded a visiting professor with expertise in entrepreneurship. There would be a need for an application, references, background check, and other specifics specified by the particular position advertised.
