Reference electrode solution:AgNO3(0.01M)/TBAP(0.1M)/ACN

Electrolyte: Ferrocene(2mM)/TBAP(0.1M)/ACN

The reason for the bias is that you are not reaching equilibrium in the redox reaction. If equilibrium is reached, the concentrations of substances remain constant. Consider what is being removed from the reaction zone.
