This is a random question that I have been thinking of. Just by considering the magnitude or the physical characteristics of a hazard, we cannot say that a particular area is vulnerable to it. If people are not susceptible and have a much higher coping capacity, they might be able to minimize the impact of so called hazard. I just want to know how to account, the coping capacity of the people when mapping the hazard zone in terms of a drought.

You are absolutely right to focus on the vulnerability rather than the hazard, because as you note, coping mechanisms more than the hazard parameters determine whether or not a disaster occurs. Some summaries of research along these lines are at:

One of the key indicators of drought is the inadequacy of water resources for cropping. Either sowing is not possible or standing crop withers. As the water stress increases, the drought would get tending towards famine.
