This is a random question that I have been thinking of. Just by considering the magnitude or the physical characteristics of a hazard, we cannot say that a particular area is vulnerable to it. If people are not susceptible and have a much higher coping capacity, they might be able to minimize the impact of so called hazard. I just want to know how to account, the coping capacity of the people when mapping the hazard zone in terms of a drought.
