You should start by generating a vector of binary message, which can be a random distribution of 0s and 1s to begin with.

Then to map this message into a BPSK encoded message, just convert this vector into symbols of 1 and -1 values (vect*2-1 does the trick, or you can use the pskmod function)

Now everything depends on how you want to simulate your problem. You can either simulate the signal by oversampling it and shapping it with filtering operations, or modulate a cosine signal whose phase corresponds to the encoded symbol.

If you want to train a neural networks on a dataset, you should be more precise about the hypothesis of the simulation environments, such as the carrier frequency, the sampling frequency, the bit rate, the length of your simulation time vector...
