What are the optimal conditions for preparing RuO2 targets for PLD?

We are looking for the right pressing technique and conditions

you can mix the RuO2 powders with PVA liquid of few drops and grind in agate mortar for 1hour till they become powdery. the powder is pressed in a die with 10 tonns load and the pellet is sintered for 48 hours in the temp less than melting point
