The Journal should be chosen first of all considering the substantive profile of the issues in which the specific Journal specializes. Then, the other criteria should be considered, i.e. the place, the institution which is the publisher. Is the institution of the publisher who runs the editorial office of a specific Journal recognizable, recognized and renowned in the scientific community. In addition, please check whether in the editorial process the texts sent to the Journal's editorial team are reviewed and by whom they are reviewed, i.e. Reviewers are specialists in a given field of knowledge, in the issues covered by the article. In addition, it is also important whether the Journal is indexed and articles published in a specific Journal are entered, indexed to various recognized, global databases of scientific publications. It is also important whether the Scientific Council of a given Journal has recognized authorities, scientists who are specialties in the fields of knowledge that are covered by a specific Journal. It is also important whether the specific Journal is on the lists of recognized, renowned academic journals, ie, for example, Web of Science and Scopus.

Dear Dariusz Prokopowicz , it depends on the overall quality of the scientific work you have done and on the obtained results.
Usually the Editorial Board aims to improve the quality of the journal by making a hard selection on the papers submitted for the publication. This approach changes in function of reputation and raking of the journal.
So, it is very important that author objectively evaluates previously the overall quality of the own paper, submitting it for publication accordingly.
I do not do such detailed analysis. For me it is importante that the journal scope is related to my research, which means it will reach my target audience. To be sure the journal is of adequate quality, I check its indexation. That's about it. I don't mind the publisher or the institution.
