In my opinion, in the future the most important proecological technologies that should be improved and implemented are renewable energy technologies based on solar energy. Solar power plants should be developed. Commercial banks should provide loans for these purposes. However, in order for commercial financing programs to develop, the role of the State as potentially the main subject of financing large pro-ecological energy projects is also important. Similarly with nuclear energy, which is so very expensive to build, that without financial support from state finances, it would often not be possible to build a nuclear power plant.
In view of the above, I would like to ask you: How should the financing of the development of environment-friendly technologies be developed?

I agree about the state support and financing the environment friendly technologies. I like the EU support for housing isolation investments and solar energy implementation in Croatia, for example.

During the events currently taking place in December 2018, such as the European Climate Congress and the UN climate summit, the so-called The COP (Conference of the Parties) were in favor of propositions and declarations of changes in commercial banks' credit policies, according to which the lending processes of industrial and energy enterprises being a source of greenhouse gas emissions should be reduced, i.e. first of all traditional energy based on mineral combustion, i.e. hard coal, lignite but also petroleum derivatives.
In addition, in some countries commercial banks have already stopped financing for several years, and also credited the development of services that could prove to be unprofitable in the perspective of the next years due to the global warming.
For example, in some regions of European countries where there are mountains, until recently tourism services have developed dynamically, including ski slopes, banks cease to finance the development of these services because from year to year in these mountains less and less snow falls and artificial snow generates more and more costs.

In my opinion, renewable energy sources should be developed on the basis of various pro-ecological technologies and ecological innovations. Which technological solutions will be developed in particular countries depends on many factors, ie determinants according to which individual countries differ in terms of production potential, development of specific industries, equipment in particular production factors and financial possibilities. Rich countries characterized by higher incomes should support the development of pro-ecological technologies in poorer countries characterized by lower incomes. International cooperation in this area should be resolved.

What pro-ecological activities can and should be implemented by the World Bank to inspire and effectively act on the issue of the sustainable pro-ecological development of the World?
According to the announcement of the President of the World Bank, from 2020 on, the expenditure on pro-ecological activities will be doubled.
Among other things, the World Bank will allocate USD 100 billion for investments in the public sector and additional USD billion for pro-ecological projects on various topics that are supposed to implement and inspire changes in the new green economy to ultimately reduce greenhouse gas emissions on Earth and to slow down increase in average temperature on the Earth's surface.
However, what specific pro-ecological investments should be implemented in order to achieve the intended results? How should those pro-ecological projects be run and in which topics, eg renewable energy sources, creation and implementation of ecological innovations, technologies and pro-ecological materials, etc.?

By convincing people of the economic benefits of environment-friendly technologies, in addition to their environmental benefits. For example to encourage farmers to forward their crop residues to paper and board industries, instead of just burning them, which damage both the economic value of residues and the environment. Environmental Friendly Technologies Development:
Financing the Development - Government, Banks and NGOs should finance and encourage for adoption of cleaner technologies, adoption of environment friendly processes etc to control environmental degradation.
Renewable energy Policies should be framed for the use of renewable energy like solar and wind in place of coal and petrol. Atomic Energy Agency predicted that renewable energy would overtake natural gas to become the second largest source of power generation worldwide.
Market based Approaches -Various market based approaches should be adopted to protect environment. Market based instruments in the form of emission tax, pollution taxes, marketable permits, depositor fund system, input taxes, differential tax rates, user administrative charges, subsidies for pollution abatement equipment etc should be extensively used to protect environment.
Regulatory Policies are the other weapons for reducing environmental degradation. Regulators have to make decisions regarding price, quantity and technology. They decide the technical standards, regulations and charges on air, water and land pollutants.
Public Participation and Public awareness and participation are highly effective to improve environmental conditions. For this purpose various formal & informal education programme, environmental awareness programmes, advertisement, public movements, afforestation, conservation of wild life etc are to be organized on a large scale.
Trade and Environment, Government should formulate an environment friendly trade policy covering both domestic and international trade. It should encourage the establishment of less polluting industries, adoption of cleaner technologies, adoption of environment friendly processes etc to control environmental degradation.
Participation in Global Environmental Efforts - Participation in various international conventions and agreements on environmental protection and conservation can also help to minimize damages of environmental degradation. For example: Montreal protocol, the Basel convention, the Rio Declaration, the Agenda 21, the Earth summits, etc.
Identification of areas where the need for green technology is required should be first step. Cost-Benefit Analysis in terms of green technology versus traditional energy sources should be second step. Recognizing fact that area/country specific environment issue is impacting global environment should be third step. Financial support from developed countries should meet requirement of shortfall in implementing cleaner technologies by developing countries and world agencies will be of great help.
A issue for policy makers in developing countries. As a researcher, in my view, if developed countries are contributing to the development of green technologies in developing countries then their role and experience in policy framing and monitoring will be beneficial.

In my opinion crowdfunding will be intensively developed in the future as an alternative to classic forms of external financing of business ventures. This is an alternative to the financial services offered by institutions of the financial sector, especially in the segment of financing innovative start-ups. Commercial banks operating as part of the classic deposit and credit banking often avoid lending to innovative start-ups due to difficulties in assessing credit risk. In such a situation crowdfunding may be a good solution to problems with finding external financing.
