I think the biggest challenge in addition to the excellent list you provided is that it is hard to balance the service and research components of the workplace. I know that I am constantly told to look after routine customers as well as facilitating research One takes up time and resources required by the other and it is hard to make the two compatible and coexisting.

I think the funding is the most critical factor particularly in developing countries
