Existence of a third force beyond storage value (gene pool), external value (the environmental impetus) may be the driving value (the intense desire for change).This is most vital for man whether to evolve to fulfill his desire of material accumulation or to attain a sustainable synchronization with the Nature.

I attach a couple of articles that suggest against simple distinctions between genetics and environment. Indeed, when we probe this dichotomy, they appear not to be such polar opposites as, themselves, value-delimited quantities within a rather continuous field of evolutionary and developmental factors. So, I would suggest that there are not simply Two for which we might find a resolving Third, but developmental science has been finding more and more how the very decomposition into Two is fraught with challenges given how textured an organism (or its behaviors) is. There are many co-occurring contingencies for the selfsame event that may be wholly unintended or counter-purpose, and instead we see a multiply stressed hierarchy of these contingency--among which gene and environment might reside within a limited set of scales.
I suppose one major challenge for your view that intention is a primitive is where this desire or value comes from in the first place. Certainly the intention is an important phenomenon to be explained, but whether it is primitive or explainable is a major controversy.
Another challenge to your view is that, so far as I can see, it is very anthropocentric, and we know now that the fulfilment of our anthropomorphized goals and behaviors depends on a rich diversity of small, non-human organisms to support the diversity that we thrive on. Relatedly, before you rule out non-human organisms from intention, the complementary edge here is that we have begun to find a great deal of the same anticipatory, context-sensitive, pragmatic "intelligent" behaviors that we humans enjoy in single-celled or otherwise brainless organisms.
