Corruption of Minds!!!

In many developing countries, corruption and lack of transparency have led to the recruitment of people who are not able to implement complex treatment protocols, thus reducing the capacity to manage the crisis. This problem is present as health systems are under pressure to recruit as many workers as possible. On the other hand, other forms of low-level corruption perpetrated by patients can also contribute to the spread of the disease, such as bribing law enforcement to escape quarantine. Such behavior has already been reported in Uganda, where foreigners supposed to be placed in quarantine have escaped it thanks to corruption.

In my opinion, some goverments and their institutions often publish false Covid 19 figures for reasons such as

1.Find means to embezzle public funds

2. Create the impression that goverment cannot fulfill it promises

3. Get financial Aid from the international community

4. Create unecessary Fear and panic which will draw attention of the peopl from noticing their incompetence.

Note; point no 3. Applies to Ebola, maleria, HIV and all other diseases and not only Covid 19.

An example of corruption that develops as part of anti-crisis state intervention to counteract the economic recession caused by the SARS-CoV-2 (Covid-19) coronavirus pandemic is the provision of financial subsidies from the state finance system to commercially operating companies that are not eligible for this aid, i.e. who swindled this aid by taking advantage of system gaps, using a poorly developed system of verification and control of the effectiveness and reliability of the implementation of state aid activities.

Embezzlement of palliatives that was meant to be shared to the general public.

In my country, some palliatives were discovered in warehouses by poor masses whom have been cheated of their right by stakeholders who were suppose to distribute these food stuff to them.

It was a disturbing and alarming situation as many people were injured or killed during the struggle of acquiring the palliatives.

You pointed to a very important topic. In international scientific projects transparency, collaboration and inclusivity are of primary goals. COVID-19 might well decrease governmental long term funding for universities. I take an example from Finland: just recently the Finnish government announced that 35 millions of EUR would be taken out from the university sector soon, despite the need for further research of topics directly related to the ongoing economic and social crisis. There are over 20 universities and university of applied sciences in Finland and the sector has bee underfunded for a long time: between 2015 and 2019 the Finnish government reduced its support targeted to universities by over 500 millions EUR. As a result radical decrease of funding opportunities in this Nordic country, a specific form of unfair competition emerged among researchers:

In the spring of 2021, in the country where I operate, the law enforcement services for economic crime detected several spectacular cases of extorting anti-crisis financial subsidies by companies operating both fully officially and operating in the shadow economy. It turned out in the procedures for granting financial subsidies to companies, subsidies for employee salaries, anti-crisis subsidies awarded under the so-called Anti-crisis shields have not been created and no reliable procedures have been applied to verify the status of economic entities that submitted the aforementioned applications for subsidies. The financial subsidies granted to economic entities were prepared by states as part of the exceptional situation of counteracting the development of a deep economic recession, which occurred primarily in the second quarter of 2020, and as part of the compensation for enterprises caused by the economic downturn by the government's lockdowns in individual sectors of the economy. Interventionist financial subsidy programs are a key element of the anti-crisis state aid, the high scale of its application, which has generated a large increase in public debt and an increase in inflation. As the costs of these interventionist anti-crisis programs, which are an essential element of active socio-economic policies, will be repaid by society in the coming years, fraudulent subsidies by economic criminals are highly reprehensible, unethical and should be prosecuted by the law enforcement agencies established for this purpose. On the other hand, the government should improve the procedures for granting enterprises the aforementioned financial subsidies which are part of interventionist, anti-crisis public aid programs, enterprise support and unemployment prevention programs, entrepreneurship activation programs, etc. extortion and development of the shadow economy during the SARS-CoV-2 (Covid-19) coronavirus pandemic.
