My article «Public choice through vote funds. A model for transactions» keeps a discussion on this theme, cf. the last part of chapter: 4. The kind of organization of society PVF seems to involve and the relationship between ordinary voters and their representation (Scandinavian political studies 1974).

"Multi-governance scale" can occur either within a single jurisdiction, or between different jurisdictions.  "Within-jurisdiction" multi-governance arrangements can be "constitutionally guaranteed" (such as federalism), or mutually co-operative (such as through negotiated agreements).  "Across-jurisdiction" multi-governance arrangements can be jointly-agreed-to (such as NAFTA or NATO), or unilaterally imposed (such as the Soviet Union did with much of Eastern Europe during the 1940s, 1950s, 1960s and 1970s).  Functionally speaking, there is both and "up-side" and a "down-side" to each of these arrangements - "successes" or "failures" depend on both the goals and the competencies of the jurisdictions involved.
