Usually, the author of the review article is known in a certain area, with good publications history, in order to cover the topic. I think the review article should provide a new hypothesis or should concentrate and summarize a certain point that is needed to be reviewed. Thus, any one can write a review or should be invited by the editorial board.
It there any difference between a chapter in a book and a review article in journal regarding who should write it and how to evaluate it (referee?). In my experince, there is a difference regarding the quality and details of information for students and researchers.
Usually writting a review article to the journal based upon the journal, some journals invite the author to write a review, others are not but they welcome any review articles. The author should, in my openion, be with a long experince in the area of research and published several works. The review usually, provide a new hypothesis or summarize a huge work that contains different results which hard to make a conclusion
To write a review as you suggest and we know, you should have long experince in such area and history of publication. Writting a review to highlight a problem or to propose a hypothesis that are taken from previous results.
