Depends on the purpose.
Abscisic acid is soluble in polar solvents such as ethanol (about 10 mg/mL).
For analysis it can be extracted with a solution of methanol in methylene chloride.

For plant cell culture, it can be solubilized in a small amount of 1 N NaOH and diluted with water or medium.
