i would like to know about the best quality open access journals in material science which do not charge high publication fee.
Also how does arXiv work ? If i publish some project in arXiv, why doesn't it count as plagiarism when I submit the same to another journal ?
Is it possible to start an alternative arXiv myself ? What would be the procedure to do that ?
arXiv is a preprint (or a postprint) repository open service, it is not a journal. So, if you publish there your paper, it counts as a version of the same paper, of course it is not a plagiarism. arXiv is the most famous repository for papers in physics with a long history (ca 30 years already), so I think, to start an alternative service by yourself would not be possible... However , you can upload your papers to other open repositories (e.g. zenodo).

What is the limiting factor for starting an alternative arXiv ? is it bcoz it won't be recognized by journals as legitimate ?
I recently came across Centre for Open Science (COS) which apparently has some arXives like engrXiv, SocArXiv etc..Has any body heard of COS ?
I was wondering if it will be possible to create an arXiv for only failed projects. It would be beneficial especially in novel materials research.
