The fifth generation of cellular network is expected to be able to provide wider bandwidth than the previous technology. The transmission errors and distortion are limited by the required service quality. It assumes certain upper bound for the bit error rate which is about 10^-3 and for video there is a similar bit error rate bound which may be much less than 10^-3 for compressed video because of the error amplification in decoding process. The other main factor is regular flow of packets with minimum jitter packet delivery rate. These requirements are applicable irrespective of the transmission system.
It seems easier to achieve for systems with rich communication resources such as the 5G systems.

The best and only valid metrics for performance evaluation of codecs is a subjective text with Mean Opinion Scores measured, with a number of human users participating, naturally. You may already get a good idea with maybe 10 human subjects rating the codecs (decoding after channel transmission, in a number of degraded conditions corresponding to channel error patterns).

Sorry, only M. O. S. is valid. The dB optimisation is notoriously invalid since it spreads the noise independently of the masking property of the human ears or human eyes.
Read the reference books on psychoacoustics (since Zwicker & Feldtkelker) or on human vision.
