It is a case of ‘similar but different’. Cyber crime refers more to doing illegal activities online such as hacking into an information system to steal information, money, resources as well as other related harmful online activities such as identity theft. It seems to be more financially driven/motivated. However, cyber warfare is directed more towards larger areas/entities such as cities, countries, military and governmental agencies. Hence, cyber warfare is more about destabilisation than stealing.
Therefore, I feel they are related but should still be treated separately/differently based on severity.
