I think skills with the use of software programs like Photoshop and media programs to make stop-go animations. Teachers can teach the skills to student and students can explore through experimentation. I particularly find Photoshop useful as students can produce a traditional art work (e.g. painting or sculpture), photograph that piece and use Photoshop to create totally 'new' digital art from their own work.
Another way would be, explore human nature. In education, what's that like? The being is more important than knowing and doing, in the school. An interesting article at the following address:

Michelle, I would say that when you emphasise skilling the teachers, whether with software or hardware, essentially that's equating technology as tools. This is just one aspect, albeit a dominant mode, of preparing teachers for 21st Century competencies.
Other educational strategies, such as constructive and connectivist will require additional conceptualisation of technology as media and social actors. When teachers are taught to use technological tools, they involve essentially increasing one's capabilities.
Additional components that also deserve some focus is the use of technology as media and social actors [e.g. avatars]. Hence these multifaceted dimensions are encapsulated by my extended model of TPACK as TPACK 9.
