This is really a good query..As per my understanding the cloud-GIS is bet secure and in the control of performing organisation while Web-GIS is almost open for every one and may and may not be much secure.
Web GIS is a type of distributed information system, where the server is a GIS server and the client is a web browser, desktop application, or mobile application. It also provides many more opportunities to provide broader access to GIS data, enabling self-service mapping to making better decisions. It makes GIS more accessible, more affordable, and more pervasive.
On the other hand, Cloud GIS is a real-time collaborative mapping platform which allows data capture for office workflow to be displayed directly onto a system. There are also many successful applications of where data has been captured by the general public and verified by users. One such success story is open street maps.
