It's my pleasure to inform that we have an ongoing Cyclotron (medium energy) facilities establishment project. Actually we have built a cyclotron vault in the basement which is situated minus 30 feet position from the ground.
Now I am facing in a problem for designing Hot labs and QC labs. We have larger space in the ground floor compared to the basement floor adjacent to the cyclotron vault. Which floor would be the best choice for setting up Hot labs and QC labs? Is there any major problem if we design our Hot labs and QC labs on the ground floor which is 30 feet above from Cyclotron?

I have observed this is one place, as you describe: cyclotron in one place then the Hot Lab etc a bit above.
30 feet and one floor vertical separation won't be a problem. As long as shielding is adequate, radio-QC equipment won't be affected.
As for transfer lines, I know of centers with lines longer than that, and even one where transfer lines cross over public spaces. You may have to experiment with tubing materials (PTFE, ETFE, PEEK) to find which one is best, but that's the norm.

There should be no problem with the height difference. You have to make sure, that you will have properly shielded transport line with easy access for changing the tubing of liquid deliveries. Since it is a medium energy cyclotron, you perhaps want to have solid targets, with a pneumatic rabbit system. Again, make sure, that you will have a safe passage of it!
It should not be a problem, just make sure you have enough shielding between Hot/QC and cyclotron.
