From my understanding, we can directly print AgCl on PI sheets or some other substrates now, so can we directly use AgCl as a 3-electrode system reference electrode. If we directly use AgCl as reference electrode, not Ag|AgCl, is there a chance that would work?

Yes screen printed AgCl can, and is, used as a reference electrode, for example in some Screen Printed Electrodes (SPE). Some caution can be required when using the printed AgCl electrodes in a standard experiment, the electrolyte can affect the printed material causing obvious discoloration. Flaking of the AgCl can also occur.

It is not clear to me how screen-printed AgCl can function as a reference electrode without the presence of Ag. For a true Ag|AgCl reference electrode, the complete half cell is required, i.e., AgCl in contact with silver metal, otherwise, depending on the substrate, at best you will have a quasi-reference electrode of undefined potential. I would recommend first screen printing silver followed by the AgCl and making electrical contact via the silver layer.
