Will USAID finally set up their own cash disbursement agents in SA and set up their own monitoring mechanisms, for the spending of this huge donation?
The ANC government is notorious for their 'long fingers' approach to large donations and unfortunately the targeted recipients of the donation end up being victimized again.
To discuss: what is the role of large donations from rich countries to corrupt governments? Does it do more harm than good?
The problem is that foreign aid often comes with strings attached:
like an anti-abortion stance or missionary elements
and don't often guard against local corruption, often driving it.
