I would like to use some photo from a government website for my questionnaire. But, different photo is from the different owner. So, should I just get permission from that government body or still compulsory to get it from each owners?

Hi, even if its just a screenshot, its required to get permission from gov offices. You might just contact the media and communication department and explain how and what for you will use it. If they see any support for the future of their work it might be easy to get a positive feedback.
