Transcription factor binding??

I need to know tf can bind to promoter or enhancer or both at a time??

is it a random process or specificity plays an important role??

is it generalizes for all tf, i need to know abt p50??

As for general transcription factors (GTFs), follow the attached link to the paper by Szutorisz et al. (TRENDS in Biochemical Sciences, 2005). Fig 1 (Step 4) in this paper shows the pre-initiation complex with GTF bound to promoter and interacting with enhancer-bound activator via mediator.
