While most common models don't include language macro skills as a part of students' cc, some models like Alcon 2000 and the model in this article have considered skills as a part of students' cc.

This article included skills as part of cc based on the statement that "CC has become the main goal of language learning". so CC means "ability to communicate" and without skills communicating via language is impossible. How can we say that the major goal of language learning exclude the skills, if they are not part of that main goal which is CC.
