I think "Jute bags" are the best alternative to plastic bags as these are stronger, more durable and are bio-degradable. The inexpensive jute bags can degrade biologically in two years.
All agree on your suggestion, but a biodegradable material that can replace plastic is still not there. Many are working on it, and we may have viable alternatives soon.

Jute bags are a good old alternative to plastic bags. Jute bags have high strength and long life as compared to other bags. Like cotton, jute is also natural renewable source which is biodegradable and compostable. Jute plants also cleans the air by consuming the greenhouse CO2. 1. Primary objective is to identify mechanism for utilization of plastic which is already on the roads. Creating awareness to collect plastic (carry bags, pet bottles, oil bottles etc) separately from users for recycling.
2. Encouraging recycling units for recycling of plastics.
3. Collection of plastics by the Municipality or Vendors and use for road making in shredded form. This increases durability of road and also solve plastics problem.
4. Young entrepreneurs can grab this opportunity to make wealth from waste.
5. Second objective is to reduce the consumption further: Jute bags are always a better option.
6. Third objective: Creating another material which has the advantages of plastic (flexibility, light weight, strength, water tightness etc) but is biodegradable. This creates options for R&D improvement.
7. Identifying other eco-friendly options for reuse of plastic besides road making, which is another area for R&D improvement.
Most plastic grocery bags are made from polyethylene, which is created from nonrenewable resources such as natural gas and petroleum. This type of material is not biodegradable and can harm the environment and wildlife. With so many recycling, reusing, and cycling options available today, plastic bags should not end up in the landfill or on the ground. Recycled plastic bags can be melted down and used to create new batches of plastic bags. This process is much more efficient than making the bags from scratch and gentler on the environment. Recycling of plastic bags will help reduce waste, prevent litter and keep the planet a cleaner place for future generations.
I think that replacing plastic bags be recyclable materials is a good solution. In many places in Europe , plastic bags are replaced by paper bags and the new trend is to sell whatever you need ( and whenever it is possible) in bulk and you provide your own containers. We are just at the beginning of a change of habits and a lot of efforts has to be done!!
So far, the best tool to manage the plastic bags is to impose a levy on each thick plastic bag. However, the biodegradable plastic bags cannot help in minimizing the consumption and generation of plastic bags/waste. The biodegradable plastic bags will inversely affect the plastic waste recycling. Thus, it is not a sustainable solution.

Though inspiring, a zero waste lifestyle will be impractical or impossible for most of us within current economic systems. A better alternative is the circular economy model, where waste is minimized by planning in advance how materials can be reused and recycled at a product’s end of life i.e. responsible use of plastic bags.
The most ideal way is to have your own bags and use for containing most veggies fruits others. These bags become soiled over a few uses and are washed and maintained.
Bags become a style statement too like some designs or colours Etc.
Certain cases cartons like for eggs bottles others are returned to store and reused by them in next deliveries.
Some containers made of glass metal Etc.. are cleaned and reused when next refill done.

Use of plastic bags and the way they are disposed off, is pretty bad for the environment. If we keep at the pace we’re going, there will be more plastic in the oceans than fish by 2050. It is warrantable to switch over to reusable bags made of biodegradable and ecofriendly materials like jute, cotton, and other natural fibres to prevent such disastrous consequences.
Recently a noval initiative has been commenced by an Ngo IPCA, New Delhi under Dr. Ashish Jain.
This calls for program wherein each person, company try to gather around 10kg of plastics and hand over to collection centre for a cosideration or otherwise.
The message is made in social mode - for door to door collection too.
These collections have a two pronged objective in communities ie awareness creation and encourage participation.

Bags made from natural starch, vegetable oil derivatives, along with vegetable waste are now available, Which are non-toxic and thus beneficial for the environment as well as the flora and fauna. The products contain no conventional plastics.

To avoid environmental pollution with plastic bags used for shopping, the best solution is replace them with lower cost biodegradable materials. This is the perfect solution.
used biodegradable (based on organic fiber like Jute, organic paper) bag instead of plastic bag, is inevitable solution through source reduction, as well plastic recycling which is a new horizon to abatement of environmental pollution.
Biodegradable materials are not easy to obtain to meet the high demand. Plastic material could be mixed with some ratio of biodegradable materials could help
I think biodegradable materials is the best, however, we should consider how long it would take to degrade. I found an article that showed a biodegradable shopping bag buried for three years was still reusable.
